Driver Charged After Woman Hit, Killed By Car While Walking Dog In Virginia: Police

The speeding driver who struck and killed a woman walking her dog in Prince William County has been charged with involuntary manslaughter nearly a month later, according to the police.

Neil Jostin Stagnarao Riega, 30, has been arrested and charged in connection to the fatal crash in Woodbridge that claimed the life of 57-year-old Maria Isabel Cardozo last month.

Officers were called to the area of Mapledale Drive near Miles Court in Woodbridge at around 6:30 a.m. on Thursday morning, where there was a reported crash involving a pedestrian.

According to the Prince William County Police Department, Cardozo was walking her dog in the neighborhood when the 30-year-old driver left the roadway and drove onto the sidewalk, striking her.

Cardozo was pronounced dead at the scene. The driver was uninjured, and the dog was later found near the woman's home, also not injured.

Investigators say that at the time of the fatal crash, Stagnarao Riega was going more than 20 mph over the posted 25 mph speed limit in a residential zone, resulting in the deadly crash.

Stagnarao Riega was charged with involuntary manslaughter after turning himself in on Friday. Bond was set at $4,000 secured and his court date was pending.
